Digby gives an explaination of why Bush comes across the way he does in his townhall meetings.
It always looked to me as if Bush was acting just like a child who was forced into doing something he didn't want to do when it came to some town hall meetings, especially the ones where he is trying to sell some idea (like SS reform). But if you look at some of the other ones, he is enjoying himself and you can see some of the natural charisma come out.
