It streamlines the process to create unions. You can bet damn sure that Wal-mart will fight tooth and nail to prevent this from passing. Expect to see republicans either filibuster or it to try to poison pill* it.
*- Poison Pill is where a odious amendment is tacked onto good legislation to prevent it from passing. Such as attaching an amendment to make the estate tax repeal permanent on a minimum wage increase bill, thereby forcing most democrats to vote against it.
